To my knowledge, Mamoswine cannot learn Ice Shard, you'd have to teach it to a Swinub, which learns it naturally via level-up, and then evolve it. Also, Ice Beam is a complete waste on a Mamoswine. IB is based on special attack, not your attack stat.
